Have the storyline that Funfrock uses a machine to shrink everyone but himself, but it malfunctions and captures himself in it (or something like that)

It's not necessarily small, I thought 'wtf' at first too, but then I realized there can be very small cars, which might actually be a quite good idea.

ok, i have an animated model of water.. Im not sure if this is the way to do it but if it is i would like to know if anyone else can tell me how i can make my model translucent?

In 3ds max you can apply transparent textures to objects to make them translucent, but I don't know if more 3d design programs work with that
