Wouldn't surprise me if it was deliberate. funfrocks regime on Twinsun also resembled the many facist regimes in Europe in the thirties.

There's also a similarity between the emperor and a certain not so tall person that exists in the French history.

Napoleone? He's actually more fat than the emperor :S

Anyway, clones use the same kind of clubs Mussolini's 'policemens', the so called "fasce nere", used to ... convince people to join the fascists

All character and places in lba are inspired by real life,
even the voices (in french atleast) have specific accents:
On the desert island they speak as if they came from Marseille and they have an English accent on Zeelish. There are a lot of referrences to the french and other countries cultures...

English? Well, the swords men you see in one of the movies really look like english guards. I may be wrong....

Yes, like the ones at Buckingham Palace.

It's not quite the same with the English voices, as far as I've noticed – specific characters have distinctive accents but not different islands/planets.

I think accents in the English versions of both LBA's are for the most part based on race, i.e. Questches have an accent, Grobo's have a separate accent, etc.

It's not really an accent, it's the type of voice, as (in LBA1 at least) one voice actor does all the rabbibunnies, etc. But that's the same in French.
