Well, then, knocking at helicopters by chucking cars at them and the whole spiral-roadway-massive-truck-jumpjet sequence striked me as pretty darn the insanely over the top action film.
Non of the other films you mentioned struck me as anyway nearly as over the top as that, allthough they all have good action sequences.

In fact, the Matrix Id say isnt over-the-top at all, and is quite realistic given its scenero
Havnt seen shot-em-up though.

Shoot-em-up is A great movie if you like UNREALISTIC action it is sweet!

Yeah, shoot-em-up is totally fun. Don't expect a great work of art though. It's more like a cartoon or a comic book.
