Sort of.
It was 256 before, now it's 512. He could also have shifted it to 1024, which is the next in order. These numbers are very common in web programming, because you're always limited to screen resolutions, and those are also based on the same algorithm. Different ratios are present (widescreen opposed to normal) but they're all based on factors of 2. And this is the joke. Any normal person would have set it to 500 or 1000 in these examples, but he chose a factor of 2.

The pun is that "shifting a bit" in natural language is, moving something a small amount, like 1 position. In computer terms, shifting a bit is moving the value a small amount to the left or right, but this is effectively doubling or halving the value.

i.e.
256 in binary is 01 00 00 00 00. Shifting the value one bit to the left gives 10 00 00 00 00, which is 512.
