Allies would be good actually - the rebels and the mosquibees (dissidents) are the counter part of the Generic Enemies section.
Might as well put them both in one category called "forces".

Otringal is the primary hub of Zeelich. Poking through the roof of the Undergas, this island is divided into three layers. On the lower city is a training ground and a prison. The middle city has two casinos and a gift shop full of Twinsunian products. The upper city, comprised for the elite, has the illustrious Imperial Hotel and the extravagent Palace of the Emperor himself. There is also an astroport and a harbor for off-world and on-world transportation, respectively.

Twinsen visited Otringal many times on his quest to save our world. He was first brought there under the pretense that he was a wizard. Later, after a daring escape from the Emerald Moon with Jerome Baldino, he crash landed on Otringal. Here, he contacted the dissidents and obtained the Sup fragment piece, among other things.

Connected to the Lower City of Otringal, the astroport sends and recieves esmer shuttles from all over the galaxy. Here, one may board a ship to discover the rare insects of Zirla on a fly safari. Red Planet is also offered as a destination as well. Just two of the many locations available to the avid traveller. A thorough customs check ensures citizen and alien safety alike.

Twinsen visited the astroport several times while on Otringal to gain passage back to Twinsun. During his first visit, he was thought to be a wizard and was brought as a guest. Joe, the elf, identified Twinsen and they both wound up in the nearby prison. Subsequent times later, the authorities attempted to stop him. Twinsen was able to steal an itinerary token from the tower and therefore was able to operate an Esmer shuttle with moderate success.

[trivia]

Twinsen caused a little mayhem while in the control tower. Upon pulling a control level, he interrupted the landing procedure of a shuttle, forcing it back into the atmosphere.

The lower city of Otringal is kept under a tight military watch for several reasons. First, it houses the prison which was used to hold dissidents that rebeled against the Emperor's rule. Also, it prevents criminal aliens from being set loose on Zeelich all together. Finally, the lower city has the training grounds for Zeelichian authorities.

When Twinsen escaped from the prison, he fought his way through the lower city to the astroport where he obtained a shuttle back to Twinsun. When returning to Zeelich in Baldino's craft, they crashed landed near the lower city, which forced Twinsen to find a canister of gazogem (Zeelichian fuel).

Dwarfing the Citadel by technological standards, the prison on Otringal is designed to hold criminals of all ranges. If, in the even of a break out, the doors are sealed by beams powerful enough to kill. The control room/main enterance at the front of the building is always sealed off from the prisoners. There is an exit at the rear of the building, but that is guarded by a military walker making escape much less likely, if they make it that far.

After being jumped at the nearby astroport, Twinsen awoke in the prison. Joe, having been captured as well, was able to teleport into Twinsen's cell to tell him of the Esmer's betrayal. A policeman ordered their door to be opened so he could return Joe to his own cell, but this allowed Twinsen to escape.

Twinsen also freed the other prisoner who was kept there as well, the mosquibee dissident Joan Loumin, who told him about the other dissidents as well. Upon escaping out the rear exit, Twinsen was able to short circut the patrolling walker and blast a hole through the fence to the lower city of Otringal.

Along the western edge of the lower city, opposite the entrance to the astroport, is the training grounds. Fenced in, the grounds feature a number of obstacles that must be overcome by the trainee. The obstacles include a balance beam, three walls that get progressively higher, and a hoop to jump through.

Twinsen passed through the training grounds after his escape from the prison. Breaking in through a broken plank, he was able to cross the training grounds. He then slipped past a pair of guards undetected to the astroport.

Twinsen, feeling a bit athletic, decided to take a jump through the hoop. Also, he was able to find a clover leaf in one of the dog kennels at the end of the grounds, just behind the hoop.

Just off of Otringal proper are various spires that emerge from the Undergas. Among these, is a larger portion that is too small to be it's own island. Uninhabited, it was here that Baldino and Twinsen crash landed on their way from the Emerald Moon to Zeelich. Connected to both the Lower City and the Harbour, the crash site is an excellent go between to avoid the tenacious guards of the upper levels.

Twinsen and Jerome Baldino landed here less-than-gracefully and damaged their spaceship. Because of this, they were stuck on Zeelich until Baldino could return the ship to operational status. On a errand for Baldino, Twinsen retrieved the Zeelichian fuel, gazogem. Baldino was then able to upgrade Twinsen's protopack to the super jet-pack. Upon completion of repairs, Baldino played an essential role in the success of Twinsen's victory.

The middle city of Otringal, also called downtown Otringal, is the island's center for the common man. A gift shop sporting items from our planet, Twinsun, recently opened as shuttles came back bringing pieces of our world with them. Additionally, there is a stage where the prophecies of their god, Dark Monk, can be heard. Opposite the stage is a gazogem station which recieves shipments of the fuel from the Island of the Francos pretty regularly. Also, there is the Casino of the Gloums which upholds a stuff entry fee but plenty of fun. Behind the casino is a pathway leading down to the harbour of Otringal. Finally, on the northern and southern ends of downtown Otringal are the lift buildings which will take you up or down a level as you please.

Twinsen used the middle city as a primary source of information for his many exploits on Zeelich. Here, he learned about the false prophecies that Dr. Funfrock, disguised as Dark Monk, was making. Additionally, Twinsen was able to contact several leaders of the dissident faction in the middle city. After Twinsen's presence on Zeelich was discovered by the Emperor and Dr. Funfrock, security was gradually heightened in downtown Otringal.

Far beneath the fortress that is Island CX lies the Island of the Mosquibees. Home to the inhabitants of the same name, it appears to be devoid of life to the untrained eye. This is because the mosquibees have built their village inside the cliffs, away from prying eyes.

Twinsen visited the Island of the Mosquibees very few times during his adventure comparatively. It was here that he was able to find the third fragment and also attain access to the impenetrable Island CX.

During the Emperor's reign, the mosquibees were opposed to the joining of the four key fragments, and thus, they were under great suspicion by the government. Without plausable cause, the Emperor was unable sway the public to the idea of taking the fragment by force. However, during Twinsen's first visit here that the island was finally assaulted by a combination of paratroops and foot soilders of the Emperor.

The village of the Mosquibees rests in the caverns of their island in the Undergas. Populated mostly by mosquibees, the interior suits them more than outsiders. However, they have made concessions to those with the inability to fly. The village fills the entirety of the cave, with many different levels of walkways. This village is also host to the throne of Queen Astrid, who rules her colony fairly and wisely.

As with all outsiders, Twinsen is viewed with suspicion as he approaches the village of the Mosquibees. However, he is granted audience with Queen Astrid herself, as she recieved word of his coming. She proclaims to him that he must prove himself a mosquibee in order to gain her trust. To do so, he must enter the challenge room and prove his worth. Just after facing the challenge, the village falls under siege from the Emperor's troops.

Upon a subsequent return, after the mosquibees had been routed from their home, Twinsen was able to gain access to the island of CX, through a passage behind the queen's throne.
