1. I think it has been some sorta temple who Funfrock crushed, and to prevent sendell believers to get there he guards it.
2. It could be a zone where FF planned to construct a new part of the headquarter and therefor ruined the old structures there. The guards are there until the construction vehicles arrives. 3. It could be some old rebel dirty harbor which Funfrock bombed to get rid of dissidents (like the one at Otringal).
