Nope. Beverage comes from French brevage. Bibine is specifically used to refer to the alcohol drank by alcoholics, I picture a dirty and stinky homeless guy in the metro drunk at 8 am, and pronouncing unintelligible words in a loud voice when thinking of the word. By extension the word can be used to refer to the alcoholic...

Oh I know it! In portuguese there's a word called "bebum" which is exactly the kind of thing you depicted.

Funny, how even "slangs" are similar in latin-derived languages.
